It would really make an impact if bikes took to the road on the middle Monday in December, too, say Dec 14, 2009. I ride at almost any temperature (have not attempted a below 0F commute yet, admittedly), and snow can be a real problem, but we could at least make it official: try it if you can safely, considering street conditions.
